Prepare all the vegetables: Slice the bell pepper into thin strips, peel and julienne the carrot, mince the garlic clove, and set them aside along with the broccoli florets.
Heat a large pan or wok over medium-high heat. Add 1/2 tbsp of sesame oil to the pan.
Once the oil is hot, add the garlic and ginger. Stir-fry for about 30 seconds until fragrant.
Add the beef strips to the pan. Stir-fry for 3-4 minutes until the beef is browned on all sides.
Remove the beef from the pan and set aside. In the same pan, add the remaining 1/2 tbsp of sesame oil.
Add the broccoli florets, bell pepper, and carrot to the pan. Stir-fry the vegetables for 4-5 minutes until they are tender-crisp.
Return the beef to the pan with the vegetables. Add the soy sauce, and stir everything together to combine well. Season with salt and black pepper to taste.
Continue to stir-fry for an additional 2-3 minutes, ensuring the beef and vegetables are well-coated with the sauce and heated through.
Serve the stir-fry over the cooked brown rice, and enjoy your meal.
