Preheat the oven to 400°F (200°C).
Line a baking sheet with parchment paper and place the salmon fillets skin-side down.
In a small bowl, mix the chopped mixed herbs, 1 minced garlic clove, 1 tablespoon of olive oil, salt, and pepper. Spread this mixture evenly over the top of the salmon fillets.
Chop the green onions finely and set aside.
In a pan, heat 1 tablespoon of olive oil over medium heat. Add 1 minced garlic clove and sauté for 30 seconds.
Add the chopped green onions to the pan and cook for 2-3 minutes until they are soft. Add soy sauce and honey to the pan, stirring to combine. Remove from heat.
Bake the salmon in the preheated oven for 12-15 minutes, or until the salmon is cooked through and flakes easily with a fork.
Once the salmon is done, remove it from the oven and let it rest for a couple of minutes.
Serve the salmon fillets with the green onion sauce drizzled on top. Squeeze fresh lemon juice over the top before serving.
