Thinly slice the garlic and ginger. Set aside.
In a small bowl, mix the cornstarch with 2 tablespoons of water to make a slurry. Set aside.
Heat 1 teaspoon of oil in a large non-stick skillet or wok over medium-high heat.
Add the ginger and garlic to the hot oil and stir-fry for about 30 seconds until fragrant.
Add the beef strips to the skillet, season with salt and pepper, and cook for 3-4 minutes, or until the beef is browned but still tender.
Add the broccoli to the skillet and stir-fry for 2-3 minutes, or until it becomes bright green and tender-crisp.
Stir in the soy sauce and oyster sauce, then add the cornstarch slurry. Stir well to combine. Cook for another 1-2 minutes until the sauce thickens and coats the beef and broccoli.
Serve the beef and broccoli stir-fry over the cooked brown rice.
