Preheat a non-stick skillet or frying pan over medium heat.
In a small bowl, combine the cheese, milk, salt, and pepper. Mix until the ingredients are well blended and the cheese is slightly softened by the milk.
Spread 1 tablespoon of butter on one side of each flour tortilla.
Place one of the buttered tortillas, buttered side down, onto the hot skillet. Spread the cheese mixture evenly over the tortilla.
Top with the second tortilla, buttered side up.
Cook for about 2-3 minutes on each side, or until the tortillas are golden brown and the cheese is melted.
Remove from the skillet and allow to cool slightly.
Cut the quesadilla into 4-6 wedges and serve warm.
