Rinse the rice under cold water until the water runs clear to remove excess starch.
Finely chop the onion, garlic cloves, and bell pepper.
Heat olive oil in a medium-sized pot over medium heat. Add the chopped onion, garlic, and bell pepper, and sauté until the onion becomes translucent, about 5 minutes.
Add the rinsed rice to the pot and stir to coat the rice with the oil and vegetables. Cook for about 2 minutes to lightly toast the rice.
Add cumin, paprika, salt, and black pepper to the pot, stirring to combine with the rice mixture.
Pour in the chicken broth (or water) and bring the mixture to a boil. Once boiling, reduce the heat to low, cover, and simmer for 18-20 minutes or until the rice is tender and the liquid is absorbed.
While the rice is cooking, drain and rinse the canned black beans under cold water.
Once the rice is cooked, gently stir in the black beans and heat for an additional 5 minutes until the beans are warmed through.
Taste and adjust seasoning with additional salt and pepper if needed. Serve hot.
