Slice the garlic and ginger thinly. Chop the green onion into small pieces, keeping the white and green parts separate. Thinly slice the onion, and cut the mixed bell peppers into strips.
Heat 1 tablespoon of sesame oil in a large skillet or wok over medium-high heat. Add the beef strips and stir-fry until they are browned and cooked through, about 3-4 minutes. Remove the beef from the skillet and set aside.
In the same skillet, add the sliced garlic, ginger, and the white part of the green onion. Stir-fry for about 30 seconds until fragrant.
Add the sliced onion and bell peppers to the skillet. Stir-fry for about 3-4 minutes until the vegetables are tender-crisp.
Return the beef to the skillet and add 1 tablespoon of low-sodium soy sauce. Stir everything together for an additional 2 minutes to heat through and combine the flavors. Season with salt and black pepper to taste.
Serve the stir-fry over a bed of cooked brown rice. Garnish with the green part of the green onion.
