Preheat the oven to 350°F (175°C).
In a large bowl, mix together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
In another bowl, cream together the butter and sugar until light and fluffy.
Add eggs, milk, vanilla extract, and red food coloring to the butter mixture and mix well.
Gradually add the dry ingredients to the wet ingredients and mix until just combined.
Pour the batter into a greased baking dish and bake for 25 minutes or until a toothpick comes out clean.
Let cool completely before frosting.
For the frosting, beat together cream cheese and powdered sugar, adding milk as needed to reach desired consistency.
Frost the cooled red velvet rolls and serve.
