Peel and cut the potatoes into even-sized chunks. Place them in a large pot of salted water. Bring to a boil and cook until tender, about 15-20 minutes.
Drain the potatoes and return them to the pot. Add butter and milk, and mash until smooth. Season with salt and pepper to taste. Set aside.
Preheat the oven to 200°C (400°F).
In a large skillet, heat olive oil over medium heat. Add the chopped onions and carrots, sauté for 5 minutes until softened.
Add the ground beef to the skillet, cook until browned, breaking up any large chunks with a wooden spoon. Drain excess fat.
Stir in the flour and cook for 1 minute. Add the tomato paste, Worcestershire sauce, and beef broth. Simmer for 10 minutes until thickened.
Stir in the frozen peas and cook for an additional 2 minutes. Season with salt and pepper.
Transfer the beef mixture to a baking dish. Spread mashed potatoes on top, smoothing with a spatula. Scatter grated Cheddar cheese over the potato layer.
Bake in the preheated oven for 25 minutes or until the top is golden brown and the edges are bubbling.
Let the cottage pie rest for 5 minutes before serving.
