Grate the cheese if it's in a block. Set it aside.
In a medium saucepan, melt the butter over medium heat.
Add the flour to the melted butter and whisk continuously for about 1-2 minutes until it forms a smooth paste and begins to bubble gently (this is making a roux).
Slowly pour in the milk while whisking continuously to avoid lumps. Keep whisking and cook the mixture for about 3-5 minutes until it thickens slightly.
Once the sauce has thickened, reduce the heat to low and gradually add the grated cheese, stirring continuously until it's completely melted and the sauce is smooth.
Season the sauce with salt and black pepper, stirring well to incorporate the flavors evenly.
Remove from heat and serve the creamy cheesy sauce over pasta, vegetables, or as a dip for bread.
